Create "fat binary" gem for MinGW that contains builds for both 1.8.6 and 1.9.1

Need to first extend the build process so that we can cross-compile FXRuby binaries for MinGW on Linux or OS X hosts, then see what additionally must be done to build a "fat" gem that includes builds for both Ruby 1.8.6 and 1.9.1 (and selects the correct one at runtime).

It is unclear whether we need fat binaries for other platforms where there isn't necessarily a "standard" Ruby installation in more than one version. For example, Snow Leopard only ships with Ruby 1.8.7, so the binary gem for FXRuby there needs to target Ruby 1.8.7 but no other versions.
